Population Perception of The Public Policy Process During Social Crises

In times of crisis, it becomes imperative to strengthen representative democracy by fostering community organization as a means of citizen engagement. This study aimed to explore the experiences of individuals who facilitate such mechanisms during national crises. Employing a qualitative approach, the research utilized the phenomenological hermeneutic method, engaging six community leaders from Puno, Peru, as key participants. The findings underscored the pivotal role of community leaders as the voice of the people and highlighted the significance of community organizing in building a robust and inclusive democracy. The study concluded that, during crises, mechanisms for citizen participation are essential to amplify the voices of traditionally marginalized communities.
